Jamaica Plain couple's Kafkaesque struggle over a utility pole

The Jamaica Plain Gazette recounts a Bourne Street couple's efforts to get the city and NStar to fix a sidewalk between their retaining wall and one of those stupid double poles Nstar is forever leaving around the city. The nadir:
This summer, the Inspectional Services Department (ISD) issued a citation against Salinger and Valenzuela for failure to repair their wall since its collapse in March.
Salinger and Valenzuela contacted Colleen Keller, the City's JP coordinator, for guidance. She told them to ignore the citation, as they were already in contact with [Public Works], Salinger said.
ISD then converted the citations to a criminal complaint, Salinger said. That complaint was hand-delivered and gave Salinger and Valenzuela 24 hours to comply, instead of the usual 30 days.

Would this happen to be the same city of Boston whose tow truck destroyed an apartment house and ordered the owner to fix it immediately at his expense?

Great. Now I'm not sure how much I want to scream and yell about the new "bumpy asphalt sidewalk" the city or one of its contractors just installed in front of my front stairs because of the nearby fire hydrant. They also left a ton of clay and debris in the street in front of my house instead of cleaning it off after they were done. The whole thing is a mess and looks like crap compared to how it was before they decided they needed to dig up the fire hydrant's base.
It's going to be a ton of fun to shovel over once a bit of snow and ice gets on it too.

BWSC left us with a similar present. After about four years, the city redid most of the sidewalks on the street.

In what world is it ok that Nstar would totally screw up someone's property and then not fix it?
Obviously there are other similar stories, but is there anyone out there that has sued NStar (or the city) or done anything else to be recompensed?
