Driver plows into South End community garden

Jeremy Alistair Dick happened upon a car crashed into the Berkeley Community Garden in the South End tonight. He reports:

He must have been going at quite a clip to take out a steel fence panel & foundation, and do a 180 on the way in. Hopefully his insurance will cover the damage....
No one injured, but some gardeners were near by....

This is America, we don't hold automobile drivers accountable here. You can speed through a stop sign in the back bay and brutally kill 2 pedestrians and you'll still get your license back.
And what's wrong with that?
Clearly there's a demand for a road in this spot - why is it instead wasted on a garden when it could be paved over and enjoyed by everyone instead?
