Two workers at Roxbury housing complex charged with taking bribes to get people subsidized apartments

A federal grand jury has indicted two former workers at Roxse Homes on charges they placed ineligible people in subsidized apartments in exchange for payments of up to $7,000.

Mathis Lemons, 41, of Brockton, an assistant property manager, and Ismael Morales, 35, of Jamaica Plain, a maintenance technician, had bail set at $25,000 each at their arraignments in US District Court this week.

Both were employed by Cornerstone Corp., which manages the apartment complex at 1050 Tremont St.

Roxse Homes such a long wait list for its apartments it has not added new names to the list since 2009. But Lemons and Morales spread word they could get people high up on the list and into an apartment for a fee, the indictment alleges.

Between September of last year and February of this year, the indictment charges, they took money from people, backdated their applications to well before 2009, then added their names to the top of the computerized waiting list, the indictment says.

At least seven people got apartments this way, paying the pair bribes that ranged from $300 to $7,000, according to the indictment. The indictment details the seven cases, including that of a woman who paid $7,000 to Morales:

On or about Nov. 6, 2014, Lemons added Applicant #2's name to the Roxse Homes computerized waitlist. Lemons falsely entered Applicant #2's application date in the waitlist as August 15, 2006.

On or about Dec. 15, 2014, Applicant #2 moved into a two bedroom apartment at Roxse Homes.

The two face up to five years in federal prison on a charge of conspiracy and up to ten years for the seven counts of bribery, the US Attorney's office reports.

Of some particular area organizations. But I have no proof. And somehow I don't think the Globe Spotlight team is going to be tasked for a year to investigate graft in public housing.

Lest any Herald commenters think I'm saying something I'm not: I think everyone has a right to housing, and that safety nets are good. Corruption is bad.

The document says she paid $7000 to get into a two bedroom apartment, which was by far the worst deal of the lot. I'm less curious about how she came up with the money than I am about why she would even want to do this at all. I'd buy a freaking microhouse outside of the city before I'd pay $7000 to get into public housing in Roxbury.

I have several friends who live there. Nice units, right near the train, quick walk to everything in the Fenway/Symphony/lower Rox area. Did you miss the part about how the waitlist is crazy long? Clearly these units are desirable.

I'm biased. I grew up in pretty decent public housing and didn't like it very much. Those are good features, but now she's out $7,000 and in trouble with the feds.

All or most corruption charges seem to be brought by the feds. Is it because the fraud was against federally regulated housing? Or the cynical view that State politicians (AGs) are afraid to take on their fellow Mass Dems?

I believe Feds got the last 3 House Speakers, Turner, Wilkerson, and the Chelsea Housing guy. I could be a bit wrong on my history, but I'm curious why something that seems so local is so rarely prosecuted at the local level.

I believe it's locals that caught the Burlington Housing inspector maxing out her gov't credit card, so there's that.

And regardless, kudos to everyone involved in stopping this one.

MA AGs are too busy running for higher office or finding creative ways of abusing regulatory, or consumer protection powers to pursue their own personal jihads against things/people they don't like, to go after corruption.

The lack of an impartial AG's office dedicated to DOING THEIR JOB and not furthering their personal agenda has been serious detriment to the commonwealth for decades now.

This not the first time in Roxse Homes this has happen. The property manager before got away with it. Look up RICO, Cornerstone corporation and if she has her hands in at again thru the RTC (Tenants Council) this will happen again.

Prove it! The person who is making this comment probably is a crook too who ripped off subsidy & still ripping off the government. I've read the RICO Suit paperwork as you suggested, dismissed lack of evidence. Any other truth bearing article you want us to read?

Didn't that same property manager who was falsely accused evict the president of the (Tenant Council) for defrauding government subsidies out of over $20,000? So who really should have been prosecuted? We have a state agency Mass Housing that suppose to watch over things like this for the government, where were they on this oversight? He was just an Asst. Property, who were his bosses & why wasn't they watching or monitoring what was going on? Are they apart of this? So many unanswered questions!

I should add that I know it's not a competition, and I imagine Fed and State work together in many cases. The Ronx (sp?) case this week noted cooperation from Comm Evans.

But yeah, I do get the feeling that local Dem AGs are reluctant to go after party buddies in many cases.

The state dept of housing is run in a lot of disparate confused programs that don't talk to each other and don't know what's going on a lot of the time, and they rely on the local housing authorities to do a lot of the groundwork against this kind of thing. So it's not a wonder they aren't catching these things.

Everyone that has lived or lives in Roxse knows the truth! Just to name a few things: tenant intimidating, retaliation, unnecessary harassment and favoritism from certain individuals for years. I lived in Roxse for decades. I can also say just because things wasn’t PROVEN before doesn’t mean it didn’t happen. Nice place and area to live the downside poor management, horrible tenant council. Glad, I am not in that apartment community anymore.

I always thought about the staffs taking money under the table... But didn't have
any proof...I applied for an appartment like 10 years ago and my mumber on the waiting list was a low one...I'm still waiting...everytime I went to the main office they refused to give me information about my status..."your name is on the waiting list they always said"
