You'd be surprised how few people
keep even basic car supplies like a winter brush and scraper, washer fluid, and jumper cables in their car.

Certain violations are not deserving
of a mere warning because they are totally inexcusable. Not clearing snow off your windows is one of them.

If it's the driver's responsibility to have a safe veh, one assumes that this trooper also regularly pulls over vehicles for improperly secured load? Didn't think so.
What's the violation specifically anyways?
Is it for the snow which can fly off and hit the cars behind or the general lack of rear visibility? Seems like there are plenty of vehicles without rear visibility - that can't be against the law, right? U-Hauls, vans, etc...

It's the snow flying off problem. For example, you can still be ticketed if you clear off your rear window but leave a pile on the roof. This driver technically still had rear visibility with their side view mirrors, just as one would if driving a u-haul, or if you had a big box in the back seat.
I don't believe there is a specific violation but
State Troopers can cite you if they see you (as in this case).

What they should do is ticket every car that's parked in city limits. Even if the meter is fed. That's valuable real estate and we need to take it back!
MGLC 90 S.13 Impeded Operation
I believe this is covered by the all inclusive MGLC 90 S 13 "Impeded Operation." Same as dog on lap, fuzzy dice hanging from windshield etc. I believe there was an amendment to S 13 for texting. AFAIK, it's still a $35 fine.
