It might be nice to have a video of a flipped truck in a tunnel. But I wonder if the car from which the video was taken could have traveled a little bit faster when passing the truck, even assuming that the video was taken by a passenger.

It makes a difference. Let's say that the car took just 4 seconds longer (while passing the accident) than it would have taken if the driver had concentrated on just following the car in front of him/her. Four seconds is hardly a long time, but if each of, say, 90 cars passing took an extra 4 seconds, then the 81st car in line (and all those following, as well) will have spent 6 more minutes sitting in traffic than they would have spent if everyone had been concentrating on driving.

If so, did you somehow miss the huge "move over and slow down" campaign where you are required to get as far over as you can and drive slowly when passing an accident scene and emergency vehicles?

Note that tailgaiting (aka concentrate on closely following the bumper in front of you) is always a bad idea, but can be fatal in these situations if a responder needs to step out or something shifts. I don't think you have to have a loved one who was hit while working an accident scene to figure this out.
