No one should need an ID to get onto a federal building, fly a plane, vote, etc. It's easier for an actual terrorist to get a passable ID then it is for someone homeless to get a real one.
They already do weapons checks regardless. The only purpose of the ID is to add a step for people who are lacking of time, money, or documentation.

You can renew on line and not get the special gold star, and just get a passport (not that expensive compared to the cost of a car) if you want to travel.
What I really don't understand is why they're going to offer choice of a REAL-compliant ID/license or a non-compliant ID/license - at the same price!
If the non-compliant old format cost less, I could understand keeping it as an option for people on a tight budget who don't anticipate traveling by air or any other circumstance where they'd need it (or that they already have a passport and don't mind carrying that on those occasions). But - they're charging the same. Why not just make all future IDs REAL-compliant, if there's no difference in cost?
I would assume they want to offer the convenience of renewing online for people who: do not fly, would rather use their passport at the airport vs. stepping foot in an RMV, are part of the Global Entry program which can be used as a Federal ID at the airport (maybe others).
My license is up in 2019, however since I have global entry I don't see any reason to gather all these documents and spend a miserable morning at the RMV vs. using my entry card and keeping a standard license.

[Suggestion] Fees for IDs and Birth Certificates shall be setup so the fees can be waved in appropriate circumstances or IDs and Birth Certificates shall be available without fees. Particularly for Veterans or for homeless folks, for streetpeople, for less enfranchised folks.

I recently renewed my Mass license in the hopes that it was Real ID compliant, is it not? That would suck.
Compliance
Citizens and authorized aliens who have a star in the upper right corner of their state-issued license are in compliance with the federal government.
The re-education on government paperwork compliance has not been completed yet. 2014 was the start date and compliance must be complete by 2020.
