FCC warns perpetual candidate he's facing a $2.3 million fine for running an illegal radio station out of his house
The Federal Communications Commission today gave eternal candidate Roy Owens ten days to shut off the unlicensed radio station it says he's running out of his house on Otisfield Street - or face "a fine of up to $2,391,097."
In a letter to Owens, the director of the FCC's enforcement bureau in Boston wrote:
On August 29, 2024, agents from the Boston Office confirmed by direction finding techniques that radio signals on frequency 91.5 MHz were emanating from the property at [redacted] Otisfield Street, Dorchester, Massachusetts 02121 (Property). Publicly available records identify Roy Owens as the owner of the Property. The FCC's records show no license issued for operation of a radio broadcast station on 91.5 MHz at this location.
In addition to shutting down the station, the FCC is demanding Owens hand over the name of whoever was running the station.
As with his political campaigns, the Web site for Owens's Radio Alpha and Omega consists of possibly outdated information with interspersed with blocks of test text. It promises listeners:
RADIO ALPHA AND OMEGA IS A FAMILY RADIO STATION DEDICATED TO THE FOUR PRINCIPALS OF HUMANITY: FAITH,HOPE,CHARITY AND ENJOYING LIFE THE WAY GOD MEANT IT TO BE.

In the Boston area, two licensed college radio stations - WMLN at Curry College in Milton and WMFO at Tufts University in Medford - are supposed to be the only stations on 91.5.

On a more serious note, I wonder if using the signs from one's hateful political campaigns to replace the missing window panes on your house/church/radio studio constitutes a violation of campaign financing.

If the campaign bought replacement glass, that would be a thing. As it is, these are surplus signs from a past campaign. Campaign materials have to be gotten rid of one way or other. Domingos DaRosa probably uses the pens made for his campaigns all the time. I only give that as an example as I was using one he gave me at Forest Hills for 6 months before the ink ran out.

Have ya been to Otisfield Street? Don't look like anyone has the wealth to call their Super Lawyer over at the Ivy League Law Firm to ask for a check from the IOLTA account and make it go away. Maybe Emerson College dignitaries and students can put their money where their mouth is can help Roy Owens out by letting him have a weekly radio sit in. And be all "inclusionary". Don't give up Roy.

Picking a frequency that doesn't stomp on other stations costs you nothing.
When I was a student living in the Kenmore Zone, my housemates used to tune the kitchen radio to a couple of pirate radio stations. They were very low power broadcasts, so they avoided occupied bands.
Roy is paying money to deliberately stomp other stations. That has nothing to do with the financial situation of his neighborhood. It would be cheaper for him to podcast.
As a (legal) radio broadcaster...
...I am happy to see the Commission holding radio pirates to account for their violations of the law.
Licensed radio broadcasters pay for the use of their spectrum, for the use of music they play, and comply with myriad rules concerning emergency alerting, political advertising, and other things that pirates don't bother with. We also respect the rights of other users of radio spectrum, which pirates do not. Radio spectrum is a public resource and ought to be regulated in the public interest.
If this guy wants radio time, he should buy it from a licensed broadcaster. I know quite a few people who would be happy to sell him some.

is no dummy, and he makes a lot of sense on issues impacting the black and working class communities. Unfortunately his bigotry and homophobia drown out any of his positives. The fact that he seems tone deaf to federal communications law doesn't help much. I mean, what responsible person just starts broadcasting without a license on an FCC-regulated radio frequency? smh
Why do radio at all?
One would think he would set up a podcast - it would be cheaper, reach a lot more people.
