Because the guy driving the truck is the one who's paying the fine. Lets keep hitting small business with BS and see how many more jobs they create.

This is a local street and there is no warning sign as you come in from Centre (as far as I can tell from Street View). There is a Low Clearance sign on the bridge but it seems mostly obscured and doesn't state the amount of clearance..
If you're turning from Centre St. the bridge isn't really visible until you make the turn and there's no turnoff before the bridge itself. It's possible the driver decided to just go ahead and see if he could make it under. There's not enough detail above to know if there was a chance he could make it through, or whether he actually hit the bridge trying.

That bridge is just past the loading dock for the drug company previously there. It is abuts the loading area for a package store. In addition, that same bridge has a short cousin over the VFW Parkway to the west . Lagrange street , by map , could appear to be a most viable access route to the posted VFW Parkway. There is no cut and dry easy pass to navigate those bridges and the VFW Parkway, other than removing the need for deliveries in that area. I suggest a staging area in a commercial zone nearby , where businesses and residents can meet their products for transfer, so that trucks can stay off those roads. Got furniture coming , meet the truck at the MBTA bus turn around on Spring street, bring your rubbish too. If you need heating oil , bring a lot of 5 gal. pails. There you go , solved. You just can't email everything.

Go under the bridge going towards Centre Street and facing Centre Street. That Coke truck figured out just in time that he was best backing into the commuter rail lot and going a bit further up the Centre rather than getting wedged.
But as roadman would say, where are the signs that give bridge height?
There are no height signs...
... either a block away, or on the bridge itself.
I checked Google Street View for both sides (and the Coke Truck clearly was doing the turnaround, yes), and there's a yellow "Low Clearance" sign on each side of the bridge itself, but no advance signage and no height restriction info.
A commercial GPS might not have this overpass off-limits; if so, the onus is on City of Boston to get its signage in order. I'd appeal the fine.

Dude , the Coke truck is backing into the receiving doors parking lot of Blanchard's package store .

I've seen the footage. There is a house between where the truck is backing up and the receiving doors. Use the red sedan as your guide. It is parked right by the entrance to the parking lot (and most likely, the owner took the train into town.)
