Man who was killed in apparent racial road-rage incident leaves behind three children
Henry Tapia of Boston died yesterday afternoon after a roadside argument in Belmont that authorities say ended when the driver shouted racial slurs at him, then hit and dragged Tapia with his pickup truck.
Tapia leaves his partner, Courtney Morton, their three children and his parents. Dean Kapsalis, 54, of Hudson, who is charged with causing his death, was ordered held without bail pending a dangerousness hearing on Monday on formal charges of assault and battery with a dangerous weapon, civil rights violation causing injury and leaving the scene of an accident causing personal injury.
Danny Garcia, who knew Tapia, also known as Henny and TheBadGuy, from the local Tekken gaming community, has set up a GoFundMe page to help Tapia's survivors:

As a friend, I've watched Henny grow into an amazing individual. He tried hard everyday to be the best role model for his children. He had aspirations of buying his first home with his partner Courtney, and worked diligently towards this goal.

He didn't just assault someone with is vehicle - he committed murder. Had this driver aimed a gun and shot we wouldn't have "vehicle charges".

Nope, 10 license suspensions and you're right back on the road.
Slap someone on the wrist enough they'll go and kill someone else.
Governor Baker and the RMV
Governor Baker and the RMV have blood on their hands. They will only terminate someone’s license after they kill someone and even then that’s not a given. How hard is it to treat people more importantly than cars?!
The laws are the laws.
Chapter 90 limits the RMV and the "governor" as to what they can suspend for.
If MGL 90 s. 22F dictates how much the RMV can suspend a license for. Long story short it is four years for simple "traffic violations". Add OUI and other driving crimes you can get more.
Maybe someone one can invent a device that will only turn your car on if you scan a valid license. And if someone else scans a suspended persons license that person loses his license as well or gets charged.
This is on the legislature
And the public that elects them.
Baker and RMV can't enforce laws that don't exist.
