Harvard Pilgrim CEO Charlie Baker writes that's what an analysis of Harvard Pilgrim's customers found - and he says he was surprised to learn that.

My employer, a small business (like 20 people), choose to stay with BCBS despite them raising rates, because they were still the cheapest option. She said that Harvard Pilgrim was like twice what we're paying now.
