Once again, city pledges to crack down on lazy DPW workers

Good to see the mayor is cracking down on lazy Public Works employees, but why do stories like this always seems to mention how this isn't the first time an issue like this has come up?

What I should have written was something like:
Why do stories like this keep popping up? Workers in the X Department do Y and Menino vows to crack down. Two years later, workers in the X Department get caught doing Y again and Menino vows to crack down. It's enough to begin to try one's faith in the Eternal Mayor.
I suspected as much.

The performance of city services under Menino keeps getting worse. Not only that the failure of inspectional services was what caused the Tai Ho fire that killed two people.

City Workers
While I realize that there are some people who really don't do any work, I used to be a seasonal Parks employee in a suburban setting, and let me tell you, we busted our asses a LOT of the time.
I had to deal with heat, humidity, bugs, trash juice (if you don't know what this is, consider yourself EXCEEDINGLY lucky), smells, dead animals, ornery citizens, etc. So yeah, we took breaks.
You can't shovel mulch all day without a few breaks here and there to rehydrate and prevent repetitive stress injuries. I think sometimes people see city workers "standing around" and don't understand that there are reasons for this. Meanwhile, everyone here is probably at work and is effing around on Uhub, which is fine (I am too) and condemning people for being lazy.
The point is, while I'm sure there are people about whom legitimate complaints can be raised (and yeah, they should be canned if they continue their non-performance), sometimes people get the wrong idea about these types of job because they can see them, as opposed to being behind a computer and having the illusion of actually working.
