That headline isn't accurate. I've read all the stories on this closely, and nowhere did I find a promise from Severin that he would stop saying hateful things in the future. Nor did Greater Boston Media make any promises that they'll restrain him from doing so.
Isn't it curious that Severin's reinstatement falls almost exactly on the date that the new Arbitron ratings period begins? After a solid month off the air, Greater Media can now compare the monthly numbers and assess how much Severin really brings to the station... his assets and liabilities.
Sure sounds like he's agreeing to give up the spewing:

A station representative made a statement about what he/she thought Severin felt about the issue, but Severin is nowhere quoted having apologized or promising not to do it again. That would be a very different story.
On January 13, 1984, Severin was quoted in a New York Times article about the opening of the ultra-fashionable Surf Club on the Upper East side of Manhattan:
"It's about time we had a place on the Upper East Side," James Severin was saying Tuesday night over the recorded sound of early 60's pop tunes. We've got to stay ahead of the G.U.'s," Mr. Severin added. G.U.'s? "Geographic undesirables, the bridge and tunnel types," he explained"[25]
Aren't the bridge and tunnel types his target audience?
May not apply if your speech keeps getting your employer in trouble.
But, hey, if he screws up again, there are always vacant benches in public parks where he can exercise his First Amendment rights to his heart's content.
He would not have 99% of the problems that he has encountered in his career.

n.b.: the first amendment guarantee of "freedom of speech" protects you from the government coming after you for your opinions (GITMO and yelling "fire" in a crowded theater not withstanding ...). It does not protect you if your employer wants to terminate your employment for running your mouth on their time on their behalf in their venue.
