Why does he need them?
This guy has some serious physical disabilities, which he gets around by using the tricycle. The tricycle is his therapy - physical and mental, and his freedom to go where he pleases. He clearly has a home, and some spending money, and proper clothing, etc.

Nothing could be further from the truth. Perhaps the most brilliant member of the MA State Senate is Majority Leader Fred Berry of Peabody. A BC grad with a Master's Degree in Human Services, Fred is never heard on the floor, since most folks need a while to understand him. He has Cerebral Palsy.Sounds a lot like Louie. Neurological illness is often totally unrelated to mental health. (But then, being an expert, you knew that....)
