Tea Party Boat Looking Towards Russia Wharf
It has to be a Prop. 2 1/2 protest or maybe a protest to prevent Prop. 2 1/2 around 1980? The puffy coats are screaming 1980. Perhaps December 16, 1980?
The photo is definitely taken on the ship that used to be and is now back at the Tea Party site on the Congress Street Bridge. That is the old Edison substation in the background that got put inside a building with the development of the Intercontinental Hotel and Russia, excuse me, Atlantic Wharf.

The Answer!
Those of you who guessed the "Oil Party" protest are correct! This photo shows a demonstration put on by the People's Bicentennial Commission on December 16, 1973. The photo was taken near the Beaver II on the Congress Street Docks.
