I suspect these are representatives of The Rafter. They're wondering if the building will be a suitable roost after the TLF reconquest. Based on the picture I'm guessing they'll turn it down due to poor accessibility.

And be on the lookout for one of Boston's famed turkeys lackadaisically blocking a busy sidewalk in the historic North End or on the steps of City Hall, will be a watershed event.
