I had a colleague who used to live in Ashmont. It seemed like he would lose power several times a year.

It looks like the traffic lights don't have a battery-backup flash mode (unless the picture happened to be snapped while all of the flashing lights were was off). How is that allowed, especially for an intersection that was totally rebuilt in the last few years?

The lights were totally off - no flashing when I took the picture. I asked the guys at the fire station how long the power had been off (I just came out of the subway at around 10:30) and they said the lights had been off since 6! No cop directing traffic or any cop car with its lights on, at least when I was there...
