Is the line here because they hadn't opened the garage yet? Otherwise, WF has taken over so many stores in the area that one would think a short drive to another store would take less time and burn less gas?

there is no garage here. just a tiny parking lot and some on-street metered parking. there is a line like this at this location every weekend. despite its location, it is actually very walkable from south end, chinatown and south boston

Maybe they should close the lot, or charge for parking. Having a small, free lot is causing problems for people who aren't even going to the store.
In many parts of NYC, supermarkets have no parking. People deal with it just fine.

Nobody claimed that. If you build parking and you make it free, people will use it. The fact that it's near transit (sort of) makes very little difference when the barrier to driving there is so low most of the time.
