Personally, if I had anything that cost over $50, let alone $250,000, I'd bring it onboard. I would figure she could've worn it during the flight and taken it off while seated or put it in the overhead rack. You can't trust the airlines on checking valuables.
You can't bring a lot of things onboard
First of all, there are limits on size and weight of carry on luggage.
Secondly, there are a lot of crazy rules about "tools" and "assemblies" and such. Try to get a tool kit where nothing is even sharp through security.
She can't wear it if she is already wearing her walking leg - notice that runners don't wear the Cheetah blades around town. One of the ways around the limitations of prosthetics is having multiple legs and leg parts.

I just called American Airlines and prosthetic limbs are allowed as a carry on item. The rep said size of the limb doesn't matter.

Thank you for spending time attempting to show everyone that this woman is partially at fault for the airline losing her luggage, including her prosthetic leg. You must have a very fulfilling life.

What's the point of telling us, anyway? I doubt any of us are trying to take a prosthetic leg on an airplane. The airline lost it. They're at fault. Niggling about whether someone did enough, in your view, to anticipate and avoid someone else's upfuckery, is not something you "had to" do.

Meaning that she can bring the leg, but not the leg and a roll-aboard.
I'm getting the strong impression that your supposed "web search" is the ONLY contact that you have had with an airline in many years. As others have pointed out as well, what the airline allows isn't necessarily what the TSA will let you get by with (see also "allen wrenches on a bike multi-tool", "empty coffee thermos", "why do you have a leg as a carry on when you are wearing one already", etc.)
TSA is useless
Meanwhile a friend of a friend allegedly realized she made it through her flight AND return flight with a pocket taser in her bag. Apparently legal in some states, surely not permitted on planes. It was a stupid overnight on her behalf but just proves that if she got it through TWICE, the TSA security system and training are a waste of money.
On another note AA lost my stuff and took two days to return it while overseas. Hopefully she will get it back soon.

It's irresponsible and selfish for an Airline to not allow prosthetic limbs to be carried on board an aircraft with the user.
