(Somewhat) Educated Guess
Since most of the folks in the photo are wearing rather squat chef's hats, I'm thinking they may be students at a culinary school. And since the most famous culinary school in these parts was Fanny Farmer's place a while back, I'll guess this is a photo from that institution.
