Citizen complaint of the day: Is there a Delta House chapter in the North End?

A concerned citizen filed a 311 complaint this afternoon about the newly sudsy fountain in the North End Prado:
Someone put soap in PRADO fountain

likely normal fountain maintenance
It's normal for fountains and other water displays to look like this when getting treated.
When I was young I was at a hotel with a large group of youth and we were accused of dumping soap into the large water display in the lobby by an angry hotel manager.
Next day, there was much humble pie when the manager apologized and said maintenance staff had told him they were treating the water, and that's why it foamed up.
It wasn’t maintenance.
A city worker had to come out to take care of it this morning at 6 am.
A friend and his cousins….
…. did this the night before April Fool’s to all the fountains in their hometown in Italy. The cops knew it was them because they are notorious for practical jokes in this small city. But they had no proof. The band of cousins had covered the security cameras and all departed on out of town trips the morning after. Every piazza was covered in bubbles.
This gag never gets old
When are they going to do the Brookline Village Fountain again? That was the first one I ever saw and it was back in the 1970s. Did they ever find out who did it?
Would this be at the Brook House nearby the village?
Neither confirming nor denying if a family member might've done that back in the day.
