Judging by Kamala's performance in the 2020 primaries, she's not great at getting out the vote anyway.
It's reflective of the low approval rating
The current administration is radioactive in swing states and districts, so the party trots out leadership in safe states/districts. It makes for good video clips of the leaders being cheered by supportive crowds.
If Biden & Harris were going to have a positive impact on the outcome in swing states, you'd see them in places like Nevada, Georgia, Wisconsin, Pennsylvania, etc. The fact that we just saw Biden in Florida should tell you the Democrats have thrown in the towel there.

The President was at a fundraising event for Charlie Crist. There are plenty of well-heeled Democratic donors in Florida, so it makes sense for him to be there to raise money for Crist as well as for anyone else nationally those supporters might be inclined to back with money.
Crist is down by 10 points in Florida with a week to go.

But he is actively campaigning to be a host on Newsmax, etc.
