This is a hard one
This is hard one. But considering the horse and buggys and that it appear to be less dense (building wise) and the "flour hay straw" building.. Maybe the construction of the Shawmut Line in Dorchester? (where I do not know)

That is the corner of Eliot Street and Adams Street in Milton Lower Mills. This is 1927 and the foundation is being laid for the Blue Hills Bank which later was BayBank and now Bank of America. That building is still there. The background is the old Milton Station. Taken for the HSL construction. Also the station is where the T can't figure out how to replace stairs.
There are some great pics somewhere of guards with shotguns out in the middle of Adams Street moving the contents of the bank after completion from where the Milton Village Post Office is now over to the bank under construction here.
The bank was previously at the corner of Richmond Street and Washington Street on the Dorchester side. That building later became the library which moved into its current location in 1977 and the former bank, then library became a private residence.
You can just see the part of the Baker Mills complex over the flour building. That part of the complex (which could not be readily converted to housing) is now an Extra Space Storage.
I take issue with the
I take issue with the statement "Also the station is where the T can't figure out how to replace stairs", as it implies that the T can figure out how to replace stairs elsewhere.

Seriously, walk us through how you figured this out. What were your initial thoughts as you first studied the pic? This was one of those submissions where at a single glance I was thinking there's no way there are any clues. Very impressed.
