Looks like upbridge, Will McArthur reported around 5:20 p.m., after the bridge went up for somebody heading to or from the yacht club and then just didn't come down.
It's now approaching four hours for the bridge to remain upright, so DCR has brought in a doctor, or, at least, repair crews, to try to get it down again.

Not really. There was a navigable waterway belonging to the public. The city wanted to build a road across it. On the theory of “leave things as you found them,” it is the obligation of the party wanting to build the road, to not obstruct the public’s use of its waterway. Hence drawbridges. Loads of litigation on this going back to forever ago.
