And one person to license them all

At least temporarily, the city's two licensing boards will have a single chairwoman. Patricia Malone is out as director of the Mayor's Office of Consumer Affairs and Licensing. A couple weeks ago, Mayor Walsh named Christine Pulgini, chairwoman of the Boston Licensing Board as interim director of Consumer Affairs and Licensing, at least for the next two months.
Pulgini will continue as chairwoman of the Boston Licensing Board as well.
The Mayor's Office oversees licenses for entertainment venues and events, such as concerts at Fenway Park, and determines whether customers at establishments that play music are allowed to get up and dance. The Boston Licensing Board oversees liquor and food licenses. License holders cited by police often have to attend hearings before both boards for the same infractions - and can face differing penalties from them. At the mayor's office, only the director holds hearings; Licensing Board hearings are before that board's three members.
That Boston has two separate boards to license entertainment venues is a legacy of the days when the governor appointed the three members of the Boston Licensing Board and the mayor decided he wanted a say over entertainment venues.

Why do you say that?
I work quite a lot with the city with permitting and licensing stuff and have had many interactions with Patty Malone. I've always found her to be very nice, patient, and helpful. Also, she has always returned calls or actually answered the phone when I've called that specific office (which is definitely not the case with other offices at City Hall). Has that not been your experience/other people's experience? I'm just surprised by this response.
I work in bars
I've heard more than one person tell me that she seemed to look down on the profession. I remember that one venue I've worked in sought to have a poker night, but she wouldn't approve it, because adults are stupid and can't act independently.

I have done about a dozen events that required licenses from Patty Malone's office. Of all the offices I had to work with in city hall, hers was one of the more helpful and professional outfits. No screaming matches, knowledgeable staff, helpful, and most importantly consistent - once I knew what I needed to bring with me to get my license and when it needed to be there it was always relatively easy to get in and out.
Not that streamlining the process and getting it down to one permitting office instead of two isn't a good idea. But there's no need to vilify Patty. She did a good job in a less than great situation.

for another chairwoman was made. In the land of Southie, in the ice of the snow pile, the Dark Lord Walsh forged in secret, a master chairwoman, to control all others. And into this chairwoman he poured all his cruelty, his malice and his will to dominate all liquor licenses.
