Citizen complaint of the day: Damn progressives abandoning cars in Mattapan in the name of art

A citizen is more than concerned in Mattapan: He or she is outraged about an abandoned car on Tampa Street - and has filed ten 311 reports about it over the past 24 hours. The complaints start with their ire focused squarely on that most noted of Milton residents - Marty Walsh, of course - but eventually come to blame progressives and their love of street art:

Wonder how long this wheel-less vehicle would be allowed to remain on Marty Walsh's Street in Milton? Because here in Mattapan, four and a half weeks is more than acceptable.

There use to be a time when cars with no wheels would be seen on the streets of third world countries, but thanks to progressive elite leadership we can now experience it on the streets of Boston. Or maybe it's just street art!
Notice how stunning it looks as the morning sun shines through the naked wheel well. Now I see the beauty of it!
I wonder? If I placed a big beautiful make boston get again sign on this street artwork. Would it improve its beauty? Or would that be considered going too far for progressives, deemed unacceptable, offensive, and needs to be removed immediately to protect the children from trama.

Is it legally parked?
Is it a public street?
If so, then this person is not allowed to make any legal case for removal. You don't own the street.

If half of you open your damn eyes you’d see it has some wheels missing and it’s been sitting for a month. The person may be a bit unhinged, but they’re right.

I can understand why this person is upset, but 10 complaints about liberal elites? That's what made me think this is worthy of notice.

That does not speak well for them.
That said, an abandoned car reported 2 weeks ago still outstanding is pretty poor public service.
Is it actually abandoned?
Is there a formal criteria for that? I know that tow companies used to just haul and smash anything that hadn't moved in 2 days but the city also got sued and smacked for that.
Or did someone contact the owner who was out of town taking care of a dying parent, or working on getting it repaired, or whatever.
A car sitting for a couple of weeks shouldn't be a huge deal at all.
Medford and Somerville had a constant issue with this Derelict Hoarder Jeep for years - guy would grudgingly move it (sometimes by hand by pushing it) to another spot straddling the city line and take firm advantage of the resulting jurisdictional confusion. The owner lived nearby and was known to locals. People wanted to get rid of it because the Jeep was a source of rats. Somerville eventually hooked it when the plate expired (guy couldn't get a new one due to inspection expiration), probably through some agreement with Medford that avoided political fallout.

State law lets a municipality tow any vehicle parked for 72 hours or more in the same spot.
Boston says it doesn't consider a vehicle "abandoned" if it's parked in a legal spot, though - unless a resident complains or the vehicle poses some sort of safety hazard.
So this car would seem to qualify.

Parked in the same place for 72 hours. It’s subjective. And my car is parked in the same place for weeks. What is the safety concern? I don’t see it. If it’s owned by a neighbor and They just can’t afford to replace the tire right now I guess I would prefer not to put any more pressure on them.

Both the front wheels are missing. And the claim is that she reported it 3 weeks ago.
I have reported seemingly abandoned cars in front of my house, but I let the suspect car sit for a few weeks unmoved before reporting it. For the record, the city tags the car, then comes back in a day or 2 to remove it. My mum's neighbor has reported cars that are decidedly unabandoned only to have the owner remove the tag. That was a case of the neighbor trying to enforce the 72 hour rule (though the real reason is that they didn't want a car in that spot.)
The last time I came close to reporting a car abandoned, I gave it a month in the middle of winter. No one cleared snow. One day, someone from nearby was working on the car. I noted that I was glad to associate an owner with the car, at which point he apologetically said he would move it soon. I replied that it was okay, as long as I know it wasn't just randomly dumped in front of my house.
It's a pretty easy mistake to make about Walsh
Marty Walsh lives in Dorchester but his bosses live in Milton so a lot of people would assume he lives there too.

Click through to the other pages of that address, it's quite a fascinating read. Apparently the adjacent property owner tried to get his property appraised for sale in Dec 2016 and was told by the appraiser that his property would be worth "20 percent" more if the adjacent lot was properly developed.
Looking through the Boston assessor database you can see that one of those parcels he's complaining about is listed as unusable residential land and the other one is zoned commercial. There was apparently a fire at one of those locations.
Both parcels could likely be combined into a single buildable lot but you'd likely want to put a 3+ family there or condos and I have a feeling the 311 complainant will then complain about shading, traffic, construction, etc.

I have a feeling this saga isn't going to end any time soon since that listing was from 2017 and expired.

Because I have nothing better to do, I went to look at the 311 record and it doesn't show any prior report for the abandoned car -at least not at this address. In my part of Dorchester -the wrong side of the track, not Walsh's neighborhood- problems like this get addressed reasonably well nowadays. It does take a couple of reporting once in a while, but that's no big deal. Traffic enforcement or whatever services that would take care of this don't work on weekend, so it won't happen till next week.
