Citizen complaint of the day: Tesla charging hog in Uphams Corner

A disgusted citizen files a 311 complaint about the all-electric space hoarder in the municipal parking lot on Belden Square in Uphams Corner in Dorchester:
Car has been parked in EV parking fully charged for almost a week, well past the 4 hour time limit. Same vehicle does this regularly and never gets ticketed. Several times I have not been able to charge because they are parked there not even charging. Using it as their personal parking spot.

They want to charge their car?
This is the new version of leaving your laundry in the machine well after the cycle has finished. Only you can't just get tired of waiting and dump the car into a hamper.

You also can't tow the vehicle out because the charger is locked in the charge port. You would need to have power service disconnected, cut the cable correctly, and then tow the vehicle. Cost to repair the cable would need to be on the vehicle owner.
Basically a real pain...but in a land of few charging stations, especially in certain areas (even if only a level 2) its important folks like this don't cause issues.
Car still connected to the charger?
If the car is still connected, it would be accruing idle fees of something like $1/hr. Not exactly cost-effective. It's not clear whether the car is still connected (the photos suggest that it is). On a Mach-E it's easy enough to disconnect the ChargePoint cable with the press of a button near the charge port. Apparently this isn't the case for a Tesla? If the car has been there a week then it should be possible for the city to communicate with ChargePoint to have it disconnected and towed.
These public L2 chargers are the future for densely-populated cities with a sizable proportion of renters. Anti-social behaviours like these need to be thwarted by enforcement of some sort or another.
Charger port locks
I don't know about public charging stations but, on my Prius Prime Plug-In, if the button is pressed, it locks, preventing someone from unplugging it on you. While it's home in the privacy of my own garage, I don't press that button but, if I were at a public charging station, I surely wood.
