They'll just present the award to the two bus drivers who were victimized by bad little cyclists magically teleporting themselves under their buses and dying when they couldn't possibly know what happened.

Can we please disclose that the two men scheduled to receive safety awards were the Pilot and Trailerperson on the train that got hit. Neither of them are "at fault" in this accident. Both of them have two decades worth of safe driving.
