In re: to the parking meter situation
Fun fact: pretty much all POS printers (the most common being receipt printers in stores) do not use any ink at all. They use a process called (direct) thermal printing where the paper is specially treated to react to heat. It was likely too cold for the heat to properly thermally print his sticker and not a case of frozen ink.
