Shuttered Mexican place in City Square could become upscale Irish pub

The Boston Licensing Board decides tomorrow whether to let the owner of pubs in Somerville and Waltham turn the failed Papagayo Mexican restaurant in Charlestown's City Square into a pub called Blackmoor Tavern.
Gregory Coughlin, owner of Olde Magoun's Saloon in Somerville and the Copper House Tavern in Waltham needs board approval to buy Papagayo's liquor license.
Coughlin's attorney, Carolyn Conway, said Coughlin will bring "upper-scale pub food" to the location and hopefully end the location's reputation as being "a little tough" for restaurant operators.
Conway said Coughlin is investing roughly $925,000 in the project - $575,000 to buy Papagayo's liquor license and other assets. She said the space already has good restaurant bones, but that it will get "a total cosmetic renovation" to fit its new role. The restaurant will have 220 to 225 seats, which will include those on a seasonal patio.

I remember some places in that building called "Meze" and "Kopia".. I also remember when that corner was nothing more than a steep embankment filled with gravel, and underneath the old Tobin Bridge connector.

I live very close to City Sq and I've practically been starving for lack of a close place to eat when it's too late to cook. I love Olde Magoun's Saloon so I have high hopes for this place!

I immediately had my thoughts drift to cynicism when I saw "Irish pub", but there's nothing generic about Magoun's.

The food is great, the tap list is top-notch, and they roll up the damn screens when there isn't any sportball on.

More diversity would be nice, i.e. a good mexican place, vietnamese, chinese, japanese, indian, french, german, brasilian, etc.

I live about as close to this place as you can possibly get, just on the other side of the park in City Sq. I've seen everything since Meze was there.
I think that there are a few problems:
1. Reliant on foot traffic. In the summer, that's fine. In the winter, it's not great.
2. It's a pretty big restaurant. They'd probably be better off diving the space into two separate restaurants that are smaller. Reduce the rent and decrease the pressure to fill thep lace 7/365.
Damn it closed ALREADY?
Didn't that place just recently open? Or am I mixing it up with the seemingly dozen or so Papagayo locations that I'm noticing everywhere.
