How can we find out if he has released information/description about the shooter? If he has, privacy is warranted and kudos for him. If he has not, police should release his picture and information about himself so we can avoid the fella on the streets since he wants criminals to walk on the streets.
Which neighborhood actually sees the most shootings/murders? I tried to filter the publicly available crime data from the City of Boston for shootings but couldn't graph it in any meaningful way.
See this 2015 year-end report from BPD. BPD district lines don't match up with neighborhood lines (B3, for example, covers most of Mattapan and part of Dorchester; E18 covers Hyde Park and part of Mattapan; C6 covers South Boston and part of Dorchester), but the most murders last year were in B2, which is Roxbury (I can better describe what each district covers after coffee in the AM).
In Dorchester quite frequently. This accounts for most of the shootings. After accounting for it's size I doubt there are many more non-gang related shootings in Dorchester.

Do more people get shot in Dorchester or is it just reported more often?
Dorchester is four times larger than any other neighborhood
So, yes, even though Dorchester has crime hot spots in a way that, say, Roslindale, doesn't, you'd see more reports than in other neighborhoods.
