Using rat poison will kill
Using rat poison will kill the owls, and other raptors, who catch and eat the poisoned rodents. Not well thought out I'm afraid.

If the owls become a problem,
If the owls become a problem, they can just bring in some raptors to take care of the owls.
Owls are raptors
Some of them, in fact, prey on smaller owls. So you could bring in owls to deal with the owl problem.

Rats are one reason that barn owls should not become extinct.

I hope they spend an extra few bucks and get the trained owls, that know to stay within the Revere city limits, not to eat squirrels, and not to eat poisoned rats.
I think an owl only eats one or two rats a week, baiting gets more for a lot less $$$$

About 6 meadow voles each night, totaling roughly 9 oz. Most rats are a bit smaller than 9 oz, but call it 9. That's a single rat per owl, per night.
Best rat removal plan: citations for poorly stored trash. You start writing $50 tickets for people who can't be bothered to secure the lid on their trash can and you'll cut into that rat population right quick.
but poison actually increases the rat population.
You are not paying attention if you think poison will work. What we need to do is force the feds to actually study the dry ice thing.
God loves a Terrier!
A couple Jack Russell Terriers would have that rat situation taken care of in no time!
