If we're already ok with aerial surveillance and presumably there's a warrant or other formal justification for this, then a drone will waste so much less gas, make so much less noise, etc...
Law enforcement, FBI, etc.
Plane probably has cell site simulator like stingray, dirtbox, etc. They're searching for a particular phone(s), sucking up data, or even jamming.
I've noticed my phone mobile data gets very, very slow at a certain public location in Boston even though I get 4 bars. I go a few blocks it's fine again. I suspect it involves a law enforcement cell site simulator.
That's a lot of effort/resources
And one would think that the target of this effort might notice the school figures practice going on?
