Man walked down a Dorchester street firing a gun, police say

Boston Police report arresting a Dorchester man they say walked down Longfellow Street in Dorchester last night while firing a gun into the air repeatedly.
Police say that by the time officers arrived, around 10:40 p.m. Jubal Baggett, 19, had fired five of the six rounds in his Heritage Mfg. revolver and was about to duck into a house on Draper Street around the corner.
Baggett was charged with discharging a firearm within 500 feet of a dwelling, unlawful possession of a firearm and unlawful possession of ammunition, police say.

But in any case, there are limits to what gun laws here can do when guns are so easy to get in other states.
Also, there's a law against murder in Massachusetts, yet nobody ever questions how effective it is. Why is that?
