Love the jerry-rigged solutions. A friend of mine figured out how to put his mountain bike on his motorbike, probably for similar reasons.

It really doubt it is jerry-rigged.
It looks like a stock bike rail and clamps for a roof-rack.
I would expect the designers of the vehicle made that cage/rack specifically for such accessories. Better yet, they probably offer racks and can make more money from their sale.

If it was jerry-rigged they did a damn good job of it.

JURY-rigged.

But it isn't.
Unless it is made by a really good fabricator with a powder-coating setup.
Plenty of aftermarket products and possibly some offered by the manufacturer as accessories.

I saw this very vehicle driving down the Mass Pike last night weaving in and out of traffic like a tool. The bicycle wasn't mounted on it but the rack was. I thought for sure he was going to loose control and cartwheel the thing or clip someone but I guess he survived.

They make these things for people who don't want a two wheeler - who like having a cage but don't want to lose the sensory enjoyment and view.

I don't know about the safety record as they are rare in urban areas (Canadian highways are teaming with them), but at least the occupants are strapped in and wrapped in a roll cage.

Judging by the parking style. I think it’s an Asshat Chariot.
