The MBTA will be giving away $5 Dunk's gift cards at South Station at the convenient time of 1 p.m. on Monday. Bonus: Get a free face mask with every gift card. Workers will also be handing out the gift cards and masks at various subway stops at random times: Maverick, Orient Heights, Wonderland, North Station, Haymarket, South Station, JFK/UMass, Ashmont, Braintree, Harvard, Park Street, Copley, Kenmore, Back Bay and Forest Hills.

The MBTA is billions in debt
The MBTA is billions in debt and can't even keep their trains from hitting station platforms but they're handing out gift cards & masks? I don't even know where to start.
I doubt the T is paying for those cards
Likely a promotion by Dunks arranged through the T's constractor that manages in-station advertisng space.
It's still a huge waste of money (like nearly all advertising is), but it's the private sector footing the bill, so nobody cares.

Especially since the press release I got about the giveaway (from the Massachusetts Department of Transportation) has this line:

There's a famous quote: « Half the money I spend on advertising is wasted; the trouble is I don’t know which half. »
...and when you look at the amount of money spent on ads, even 50% is a very large number indeed.

Spending any amount of cash on Dunks is the huge waste of money.
How about starting with research?
You don't know where to start? You could start by finding out where the free cards are coming from. Why do you assume it's the T spending cash to buy them? More likely a promotion sponsored by Dunks, or funded by a grant, or whatever.
How many mask citations have been issued?
The president issued an executive order that mask violators would be issued a fine on public transportation. Why are his orders ignored by the Transit Police?

I wonder if the workers handing out masks will be wearing masks. I have yet to see any T worker wearing a mask for anything other than a chin ornament.
