Man charged with raping underage teens and forcing them to sell marijuana for him, DA charges
A man who was charged in Dorchester court in March with raping three underage teens was arraigned last week on additional charges, including child rape, videoing the girls in the act and forcing them to sell drugs for him, the Suffolk County District Attorney's office reports.
At his new arraignment on Thursday in Dorchester Municipal Court, John Jamar Cokley, 38, was ordered held without bail pending a dangerousness hearing on Monday, the DA's office reports.
Cokley had been free on $25,000 bail following his March arraignment in the same court.
According to the DA's office and court records, Cokley was arraigned March 5 in Dorchester on charges of trafficking a person for sexual servitude, aggravated rape of a child and possession of marijuana with intent to distribute.
He was released on $25,000 bail on April 16, with conditions that included home confinement except during weekday hours of 9 a.m. to 9 p.m., when he could go to work, a ban on contact with anybody under 18 except his own child and a ban on social-media use.
He was arraigned Thursday on charges stemming from an incident on Feb. 13: Rape of a child with force, three counts of aggravated rape of a child, trafficking of a person for sexual servitude, posing a child in a sexual act and causing a minor to distribute drugs, court records show.
According to the DA's office:
Assistant District Attorney Ashley Polin said Cokley sexually exploited three teens using the social media platform Instagram. Cokley, whose username included the term “Hidden,” contacted and groomed the teens and met with each separately over the course of several months. Cokley picked them up near their homes and drove to various locations around Boston where he sexually assaulted them in his vehicle, a white Honda Accord.
Additionally, Cokley requested sexually explicit photos and videos from the teenagers and recorded himself sexually assaulting them, creating child sexual abuse material. In text messages and in person, Cokley pressured and coerced them to into certain sexual acts, including forcible rape of a child and statutory rape. Cokley gave two of the victims money and drugs in exchange for sexual activity and encouraged them to sell marijuana to their peers. Cokley collected and profited from the proceeds.

Why does it matter?
As always: the point of bail is not supposed to be punitive or to keep people in prison, and in this case the additional charges are from before he was initially arraigned, so whether or not he's been out on bail isn't particularly relevant.

The real question was "Who's the other (expletive)head in our society that we need to watch out for?"

I see enough "this person shouldn't have had bail set this low" or similar comments that make me think that people aren't actually aware of the purpose of bail.
Anyway, you don't have to like or support the guy to think that he shouldn't be in jail unless the government can prove that he's actually a potential threat or that he's guilty of the crimes that he's accused of.

I am 100% in agreement that bail should not be a form of punishment, but in a case like this does the accused pose a risk to the community by being at large.
Sexual assault of a minor, filming the assault as a form of blackmail, and forcing minors to sell drugs each on their own are concerning behavior, but together, that's the making of someone who probably shouldn't be at large.
In which case
they should have held him without bail to begin with (as they're doing now), so the question should instead be "why did they offer him bail", not "who paid the bail".
