Transit and Boston Police are looking for the driver of a white mini-van or station wagon who managed to slam into both a trolley and a light pole there around 1:40 p.m., leaving behind a front bumper and taking out a traffic light before somehow disengaging from the mess and speeding down Comm. Ave. towards BC.

... will report replacing the bumper. And if they're out on the road without a bumper, a cop will pull them over. So unless they're able to dump the car somewhere (thereby losing said car altogether), they're gonna be caught.

Boston police might or might not pull you over for being bumperless, but Cambridge, Somerville, Brookline, etc. will. And Staties will too. When my bumper was mangled back in the 'ville, a cop parked behind my van (minus bumper) and asked what happened. I showed him the dead bumper and told him which body shop was replacing it, and he was like, "get it towed, or drive there before 7 am. If we see you, we'll ticket you."
Given the budget crunches, I'd be surprised if patrol officers *weren't* looking for unsafe vehicles to ticket.

That is how they caught the killer of Meghan Birdsall in Allston. Found a damaged car in a body shop.

I would imagine that a death would tend to marshal more police resources than simple property damage.
Illegal Alien or drunk more common than car theft
Oops, undocumented worker. They often drive without driving licenses and wish to avoid interactions with law enforcement. This is a substantial cause of hit and run after accidents. The other is OUI, even in the middle of the afternoon. Texting while driving, reading facebook and twitter feeds other possibilities.
Another brilliant observation
Because no citizen of the Commonwealth would ever dream of driving a car without a valid license, registration and/or insurance.
