Who is he, age, background, how did he end up in the reservoir, accidental drowning or suicide, etc. The tattoo is indicative of serving time prison. Prison inmates are grouped together by 'race' ; gangs are generally grouped hy 'race'. You can't be a loner in general population, you need to hookup with the gangs that represent your 'race'. They guys must display toughness and this often includes what most consider obnoxious tattoos.

My guess is he was a homeless ex-con, probably drunk and / or high on drugs.
